How does payroll work in Israel?

Running payroll in Israel means doing a few things every pay cycle: calculating gross salary, withholding income tax and the employee's social security contribution, adding the employer's own social security contribution on top, and filing everything with the relevant authorities. All of that happens in Israeli shekels. If you're a foreign company, you need to think about whether you have a local entity before you can legally employ anyone here, because payroll obligations attach to the employer, not just the worker.

This guide covers the main cost components you'll carry as an employer, how the pay cycle works in practice, the leave entitlements that show up as payroll accruals, and the termination rules that affect final pay. The tables on this page give you the exact rates and figures, so the text here focuses on what those numbers mean for day-to-day operations.

What does an employee cost in Israel?

The sticker price for hiring someone in Israel is higher than their gross salary. On top of whatever you agree to pay, you carry employer social security contributions. That adds roughly a twentieth on top of gross, which is relatively contained compared to many markets, but it still needs to be budgeted from day one. See the table below for the exact percentage.

The overall tax wedge, meaning the combined bite of income tax and social security on a typical worker's earnings, sits at just over a quarter of total labor cost. In plain terms, for every shekel that goes into the system, a meaningful chunk never reaches the employee's pocket. That's worth knowing when you're having a compensation conversation with a candidate, because gross salary and take-home pay can look quite different.

How do you pay employees in Israel?

Israeli payroll runs monthly. There is no statutory thirteenth-month salary, so you don't need to budget for a mandatory annual bonus payment the way you would in some other countries. The monthly minimum wage is ILS 6,443.85 as of April 2026, and no employee can fall below that floor regardless of what their contract says. In practice, that means your payroll system needs to validate gross pay against the current minimum each cycle, because the floor is adjusted periodically and you're responsible for staying current.

What leave and termination rules affect payroll in Israel?

A few leave and termination items hit payroll directly. Maternity leave runs to 15 weeks, and the associated accrual needs to be tracked from the start of employment. Paternity leave has no statutory entitlement at the moment, so there's nothing to accrue on that side. When employment ends, the big numbers are notice and severance: notice sits at roughly a month, and severance is more substantial, equivalent to nearly half a year of pay for a qualifying employee. Both of those become final-pay line items, so getting the calculation right before you close out the employee record matters.

Do you need a payroll provider in Israel?

If you don't have a registered entity in Israel, you can't run payroll directly, and setting one up takes time and ongoing administrative effort. Even with an entity, payroll filings are in Hebrew, contribution rates change, and the minimum wage is updated regularly. A global payroll provider or employer of record handles the local registrations, keeps the rates current, and produces the filings in the right format. It's usually worth the cost if you have a small team here or if this is your first hire in the country.

none. Where a 13th-month payment applies, it needs to be built into your annual payroll budget rather than treated as a bonus.
